Resolution 1. Amended Farmer Resolution, Submitted by Resolution Committee.
Whereas: In May of 1986 Congress passed and the President signed into law the Gun Owners’ Protection Act; and
Whereas: A provision of that legislation was the ban of importations and manufacture of machine guns; and
Whereas: The ban on importation and manufacture of machine guns could have been removed in conference committee had the nation’s gunowners advocated for its removal; and
Whereas: In the fall of 1986, at the first Gun Rights Policy Conference held in Bellevue, WA, Mrs. Linda Farmer of Georgia introduced a resolution that any attack on one class of firearms is an attack on all classes of firearms; and
Whereas: The Farmer Resolution was approved by the delegates in attendance without opposition; and
Whereas: The Farmer Resolution has been proposed and approved by the delegates in attendance at every Gun Rights Policy Conference since 1986; and
Whereas: Further constrictions on firearms, ammunition, and components on each continue to be made,
Whereas: The Second Amendment guarantees the right to keep and bear arms, and arms are not limited to firearms, therefore an attack on any class of arms is an attack on all classes of arms;
Now therefore be it resolved by the delegates assembled at the Gun Rights Policy Conference in St. Louis, MO, this 27th day of September 2009 that: Gunowners across the nation continue to support the Farmer Doctrine amended to “an attack on any class of arms is an attack on all classes of arms.’

Resolution 2. Submitted by: Genie Jennings
Whereas: We have a right to life; we have a right to protect that life and the lives of those around us; we, therefore, have a right to the means to do so; and
Whereas: “gun-free zones” deny us the means to protect our lives, and thereby put our lives at risk,
Now therefore be it resolved by the delegates assembled at the Gun Rights Policy Conference in St. Louis, MO, this 27th day of September 2009 that: “gun-free zones” be eliminated wherever they exist, and be it further resolved that an entity or person who creates a gun free zone in a public area, shall be held liable for anything that may occur due to that action.

Resolution 3. Submitted by Paul Ready, Students for Concealed Carry on Campus
Whereas: Concealed carry is a proven and effective deterrent to violent crime; and
Whereas: In every state but Utah, university administrators have the legal authority to prohibit concealed carry; and
Whereas: College and university campuses are not materially different from places people carry legally and safely every day,
Now therefore be it resolved by the delegates assembled at the Gun Rights Policy Conference in St. Louis, MO, this 27th day of September 2009 that: We fully support Students for Concealed Carry on Campus. And, be it further resolved that we encourage extending the rights of licensed individuals to carry concealed weapons on college campuses by removing statutory prohibitions, and using state preemption laws to eliminate the ability of any public university administrator to deny the right to self-defense.

Resolution 4. Submitted by Andrew Eckler, IL.
Whereas: Some international treaties regarding personal arms are under consideration,
Now therefore be it resolved by the delegates assembled at the Gun Rights Policy Conference in St. Louis, MO, this 27th day of September 2009 that: We insist the Senate of the United States of America not approve any treaty that might conflict with, limit or in any way restrict any Constitutional rights of our citizens.

Resolution 5. Amended by Resolution Committee.
Whereas: In an open free society there should be no changes in governmental rules or regulations without pubic knowledge,
Now therefore be it resolved by the delegates assembled at the Gun Rights Policy Conference in St. Louis, MO, this 27th day of September, 2009 that: Every administrative rule must have a 60-day comment period and public hearing before going into effect.

Resolution 6. Submitted by Jeff Knox, The Firearms Coalition.
Whereas: The banning of any personal tool or weapon has never resulted in increased public safety,
Now therefore be it resolved by the delegates assembled at the Gun Rights Policy Conference in St. Louis, MO, this 27th day of September 2009 that: We support the repeal of the Federal Switchblade Act and any other federal, state or local laws and regulations banning tools and weapons rather than addressing behavior.

Resolution 7. Submitted by Jeff Knox, The Firearms Coalition.
Whereas: On-going firearms training is a very good idea, and is strongly encouraged; and
Whereas: States which have little or no mandatory training requirements for issuance of concealed weapons licenses have no statistically discernable higher level of crimes, accidents, or misuses of lawfully carried firearms by licensees compared to states with stringent mandatory training requirements,
Now therefore be it resolved by the delegates assembled at the Gun Rights Policy Conference in St. Louis, MO, this 27th day of September 2009 that: We oppose mandatory training requirements for receiving a license to carry a concealed weapon, and support rolling back and repealing such requirements whenever and wherever possible.
